It's a game cheat. Most anti-viruses flag a lot of game cheats as malware due to their behavior with how they work. Automated malware detection isn't the best, if a file is approved by an admin here it's likely safe.

download an injector like extreme injector (the best one) click add dll select the cheat and select cs2.exe as the process youre injecting to then click inject and wait a few seconds. most cheats open and with insert on ur keyboard
