Other csgo legacy server on vps : Could not establish connection

i am trying to open a csgo legacy server for playing with my friends but i having some errors.

"Could not establish connection to Steam servers."

i tried no lobby reservation plugin but my sourcemod didnt work can anyone help me
I'm about to lose my mind

make sure you're using proper IPS for steam and such. Aswell as follow tutorials for game version.
