Hm, then try to use this bypass, tell me if it will fix issue

PRIME BYPASS CS:GO HvH Legacy 2018 PLAY FREE (CS:GO Freezes When Joining Server)

To play legacy hvh you will need to replace the dll named "engine" from &YOUR2K18CSGO&\bin with the one I attached below. After you replaced the dll you will start the game, open the console and type the command "connect &SERVER&"

only vac banned. but i've been playing 2018 on this account for a couple of years now and never got this.

Maybe try another steam account, idk... Since this issue is clearly connected with account it should solve this problem, and if you don't have another account with prime status, just use this bypass.
