I honestly don't think I know a single person that uses static IPs unless they absolutely need it/prefer it. Also static vs dynamic IPs have nothing to do with "developed vs 3rd world country", dynamic IPs are the default in almost all countries, including highly developed ones. Everything you said literally makes no sense, also how is Hungary a 3rd world country??
