VACBAN admin here. This reply will touch on basically everything that has been said here (take it with a grain of salt). I wouldn't exactly class VACBAN as an hvh orientated forum anymore, infact we get way more resources and threads about anything other than cheats in our approval queue...

So if the config system is broken, why not patch the DLL to write configs locally or give us a tool to simulate Vanity's config servers? There's an old DLL of Vanity that does this so it's very much doable,
