Okay, so i was playing with my friends in CS2 and they started cheating. They didn't get vac'ed. Now thats my question, Are the servers VAC Secured?

all matchmaking is vac secured except for like servers that are hosted by other ppl like hvh.gg

Well, they've been cheating for like 18 rounds straight fully rage and they didnt get banned.

do you mean in public servers or practice?, there is some configs that won't get you banned if its matchmaking; But, the next day he will get banned
