Bug how do i fix csgo legacy 2023 not launching?

Hey so when i open steam and try play csgo 2023 legacy for hvh it the green button changes as if its gonna launch then after a while it jst goes back to play.
Then when i go to files and try launch csgo.exe it gives me this pop up message.
I have no idea why its doing this i was just playing a few days ago and yes i have verfied my game files and redownload the game and the beta.
