Well it's most likely a user issue. If my secondary PC (i5 8400 + GTX 960) works fine and has no "high performance impact", then he might have an issue. Altho what I would recommend you, is this:

Windows settings (recommended to follow)
1. Go to Settings -> System -> Display -> **Graphics
2. Disable Optimizations for windowed games
3. Click on Advanced graphics settings and enable Hardware-accelerated GPU scheduling
4. Reboot your computer

It fixed it for most of my user base, altho some with worse computers still had issues...
