whenever i open it, it says about the new shortcuts but after i go yes or no nothing happens. it's somewhat running in the background but no gui and the process is using no cpu or memory.

Understandable, it would be stable but i guess you can update the link when it gets deleted

3. Go to the Location of the IDA installed Folder
4. Copy idapro.hexlic, ida32.dll, ida.dll into the Folder where IDA got installed

No its not
You have to install it dude
1. unzip the zip file
2. Start ida-pro_91_x64win.exe and Install IDA
3. Go to the Location of the IDA installed Folder
4. Copy idapro.hexlic, ida32.dll, ida.dll into the Folder where IDA got installed
5. Start ida.exe ( Your done Enjoy )
