for once virustotal doesn't tell anything since viruses are made to bypass anti virus scans, your the braindead here i am not saying this is a rat but a simple site nor program can ever tell you with 100% certain. unless you have source there is no way to verify however based on scans and wireshark you can exlude certain things like if there are no connections made you can safely say it isn't a rat
