Request rust / monitor visual panel

Hi , so there is this Rust visuals panel going around where it will make your game more vibrant , night vision etc. It says it doesnt interact with your game which i doubt it does since it just changes ur monitors colors and whatnot. But i am curious if its safe or not. Also If someone could make me or teach me how to build one where it does the same thing as this where it doesnt run / inject with ur game or whatnot that'd be cool too love you guys mwah.
